I live in Alpine Forest and our home owners association board of directors have decided to change our By-Laws to allow themselves to have a quorum without a majority. They want to make changes in the way our small community is ran, without any of our input.

They are citing changes in the Davis-Stirling act for the need, saying that there are new laws that they must comply with. I looked up the Davis-Stirling act and didn't see any new laws that would justify changing a quorum.

They want to make Alpine more restrictive, more in line with the way Bear Valley Springs is ran. I love Bear Valley's beauty and remoteness but the reason we did not buy there was because of the restrictive home owners association. We bought here because of the beauty and remoteness and the fact that our guards don't harass anyone unless they need to. When I looked here the guard just waved to me to pass, when I asked why he didn't stop me he said I wasn't young enough. They only stop those who need to be stopped and questioned.

What do you know about the Davis-Stirling act, and what is your opinion of our HO A's attempt
