Council Member Beckham Attends League of California Cities

SACRAMENTO – Stan Beckham, Council Member represented the City of Tehachapi at the League of California Cities 109th Annual Conference, September 5-8, at the Sacramento Convention Center in Sacramento.  “Cities Shaping California’s Future” was the theme of the four day event, at which local government leaders from California’s 478 cities gathered to exchange information and learn new ways to plan for and solve the critical issues faced by California cities.  The conference theme encapsulates the importance of local government in the political arena.

Beckham and other attendees were briefed on state legislation of note to cities and issues such as climate change, eminent domain reform, affordable housing, infrastructure, flood control, future water crises, city finance, and economic development.

The conference was held at the end of the State Legislative session and Beckham and other attendees were able to walk over to the State Capitol and lobby their representatives for nay votes on bills that would be detrimental to cities and lobby for aye votes on bills that will help the cities.  Of particular importance were ACA 8 and AB 887.  The members were urged to pass this bill THIS YEAR.  ACA 8 contains strong constitutional prohibitions AGAINST using eminent domain to take homes, small businesses and churches/houses of worship to convey to a private party.  Voters deserve a chance to vote on this reform.

Another important piece of legislation that was lobbied on was in SUPPORT OF CLEAN UP LEAGISLATION for Local Streets and Roads Funding.  While cities and counties appreciate the allocation of $950 million of Proposition 1B funding for local streets and roads in the FY 2007-08 state budget, there were a number of technical FLAWS contained in SB 88 that had to be addressed before the close of session to ensure the efficient distribution of these funds.  For instance, clean up and streamline the accountability process to avoid delays in funding and clarify the city/county split of the $950 million allocated for local streets and roads so cities receive $550 million and counties receive $400 million.  There were nine other bills under consideration that also needed lobbying for the sake of the cities.

“The conference is an opportunity for our members to celebrate our successes this year,” said Pinole Mayor and League President Maria Alegria.  “Without a doubt, our hard work and success at the local level is helping revitalize California.  But we must continue that dedication, particularly in the areas of infrastructure development, eminent domain reform and expanding affordable housing.”

 “The Annual Conference is an opportunity for city officials to come together and share solutions to the challenges we face in preserving local services,” added Alegria.  “We can learn from expert speakers, as well as pool our collective experiences and share new ideas.”

Speakers at the conference’s general sessions were John Garamendi, Lieutenant Governor of California, Mark Sanborn, President of Sanborn & Associates, an idea lab dedicated to developing leaders in business and life; surprise speaker Jerry Brown, State Attorney General and Greg Nickels, Mayor of Seattle, Washington who discussed climate change; and Sir Ken Robinson, Ph.D., and internationally recognized leader if the development of creativity, innovation and human resources.

Beckham participated in some of the nearly 50 workshops covering city issues, from achieving fiscal stability, to housing innovations and employee relations.  Other topics of note at the conference include coalition building, intergovernmental relations, after-school programs, and working with the public and working with the media.

An exposition introduced attendees to vendors who offer innovative products and services to help city officials supply the services needed by city residents and businesses.  The theme of the exposition offered many ideas on green energy and recycling to save cities money.

 “The conference theme, ‘Cities Shaping California’s Future,’ stresses the impact cities have in the overall success and growth of California,” said League Executive Director Chris McKenzie.  “The conference is a wonderful time to celebrate what we have accomplished, but also help inspire and inform city leaders so they can better lead their cities in this increasingly complex world.”

On August 30th, Congressman McCarthy met with Beckham, who is a Vietnam veteran, in Bakersfield to seek Beckham’s input and discuss the VA Medical Facility here and the ones in Southern California to better understand the facilities and how to correct some of the problems for these citizens.  Beckham will continue to work with Congressman McCarthy and local Veteran’s associations to clean up this process.

Since taking office Beckham has spent his time keeping the new city hall and civic center project moving forward, airport growth, eliminating the cost of an obviously unnecessary city fire department, taking the required courses to be a city official, attending conferences and interacting with mayors, city managers, city planners and city council members from all over California.  Beckham is noting the ideas that have worked for other cities and is bringing those ideas that are feasible for Tehachapi to the citizens of Tehachapi.  Being a Council Member is a full time job when one takes the job seriously.  As noted above the city has tremendous challenges coming and the city needs leadership from the CITY COUNCIL to meet these challenges.  You will be seeing more details in the coming months as to projects that are underway to meet some of these challenges.

Beckham is working hard for the citizens of Tehachapi to keep the governmental process moving forward and not letting it get bogged down with minutia.  This is done with leadership, making decisions and moving forward.

Stan apparrently you don't read the Tehachapi News, you just use the blogs to promote yourself now and then. It looks like you've copied the same  exact same story from page A3 of this week's paper, except for the boldfaced type shameless self-promotion at the bottom, of course.
You keep talking about how you're attending all these conferences  out of town (bringing back fancy toilet paper and what not), but what have you done for Tehachapi lately? Are you getting travel expenses for visiting all these conventions? Have you learned how to read an agenda yet so you'll know when it's time to speak up on a  particular issue at hand, or will you just continue to interject your  general angst against the machine into any old matter of business?

Stan, you say you care about what happens in the city. You voted along with the rest of the council to cut fire protection in the city in half. You voted along with the rest to go against the recommendations of the costly study that recommended the city pay for a fourth firefighter for the county station. This city has had two fire engines for the last 50 years. We now (because of the city councils vote) have only one staffed engine. I guess that is progress in your eyes.
Please reconsider your stance on this and get us back to the fire protection we need and deserve.

Wow! Take a look at Stan's previous posts. The only time he has posted on here was when it was about him. Tell us what exactly have you done for "our city?"  Longtimeresident is right YOU voted right there along with the rest of the city council to vote AGAINST what the fire study suggested.  Tell us how exactly did that help our city? You sure pulled the wool over our eyes when you got all of us to get out there and vote for you but you have voted right there alongside the rest of the city council even though you promised us change!

All right Stan-I'm jumping in now! Have you read my blog "Move EMS Standards from Amish Level..." ? If KCFD is covering Tehahcapi, do you want the firefighters to be paramedics?  Or do you think ONE paramedic from Hall is enough to cover Tehachapi, BVS, Mohave, Stallion Springs, Alpine Forest, Sand Canyon, Golden Hills, Cummings Valley and CCI? What are you going to do when the ONE paramedic is out in Stallion Springs on a call? We are waiting for your answer...what are you going to do?

AnonyMOUSE - You really should go back to shcool and DEMAND that they give you an education!  The story in the Tehachapi News was a press release you twit and who do you think that came from?

Get some cajones and start stating your name.  You're a big boy now and all the other little boys can't gang up on you.

As for the rest of you...you should quit sitting on your hands and whatever else it is you sit on, get off the computer and make a phone call to Mr. Beckham.  Do you honestly think he has the time to twiddle away hiding behind some computer now that he is your councilman?  Why don't you talk with him face to face and find out what is being done for your community???

By the way, what have YOU done for your community lately except hide behind a computer and whine?

Didn't Stan hide  behind this same blog? ( aka his computer)  What have you done for your community? Whats your real ID? He had the time before, what has changed from then to now? Is every other Monday to exerting for him?

Stan voted along with everyone else to lower the level of fire service up here. He also voted to give the old fire stuff to Mexico and BC. Next thing he will be doing is dedicating a clock tower to his mother like Caudle.

Sorry to be so mean but hey you can't come in here with that, and how can Stan come back to the blog like this? Also you do him a big disservice posting what you did.

Beckham didn't hide behind any blog when he was campaigning or now.  He has always been upfront with who he is and how you can contact him.  By the way, he logs in at least 50 hours per week on this job.  Our other council members can barely make the meetings.

Your former council is who let Caudle take the reins because they didn't want to put in the time.  They wanted Jason to tell them what to do.  Beckham has and will be making changes to turn this situation around.  He is recruiting constantly for someone who can do a decent job as a council member.

And, tell me, just exactly how many fires have we had in the past forty years where someone has died.  How many haven't been adequately covered recently?  Don't tell me about it CALL Beckham.

As for me, my identity is posted here unlike yours.  As for what I have done for the city, county, state, and our country...I am a volunteer on four charities, a board member on two hospital boards, I speak for the National Multiple Sclerosis Society nationwide, and I am a donor to more charities than you can name.  AGAIN, what have you done lately?

You don't have to apologize for being mean.  If that is your best shot, go back to your crib and play.  AND, you are the one doing the disservice to everyone here by posting dishonestly as anonyMOUSE!

Your words are rather caustic and it looks like you're trying to advance some kind of personal agenda. And, that's OK, you have every right. But, you should let everyone know just what it is.

Instead of just venting here because you disagree with some vote(s) that Beckham made, you should stand at the podium during a City Council meeting and ask him to explain why he voted as he did? This is the only way to bring every issue before the public at large. In that fashion, we will ALL be informed. I'm sure you will agree with this?

What do expect, Stan was voted in with big help from special interest blogers.  Now they want him to vote on their issues.  Stan, time to pay up to those that voted you in.  Just watch how he votes, or should I say how blogers tell him how to vote?

So anonymous, you are upset because your little group of special interests has some competition now. Interesting how democracy works. You sound offended that the little world of Tehachapi is not cowing down to your interests. Why don't you go away and find another bunch of groupies you can lead around by the nose.

Sounds like the "press release" probably came from you teresr! What are you, Stan's  press agent?  Sounds like the question should be what has Stan been doing for you lately? How very politican-like to have a mouthpiece calling anyone who calls you out a "twit."  How about answering the question? Who paid for all these trips Stan's been taking? What is his "education" costing the city?
And by the way, thanks to the first ammendment, I believe I can call  myself John Quincy Adams or "anonymouse" or whatever I please. Disregarding what the people have to say simply because they are faceless and nameless to you makes you the worst kind of public "watch dog." The kind who snarls and barks and bites the hand of those who labor to feed (or elect) him, but are trained and conditioned to keep a "Big Brother eye" out for those who may be dissenters or just don't smell right to you. I'm not posting my name for some wishy-washy politician who will sniff my butt come election time, then lift a leg and cop a squat on my civil rights.
