SAN JOSE, Calif. &amp;mdash; When Congress passed an economic stimulus package giving hefty rebates to most taxpayers, it tried to make sure that illegal immigrants didn&#039;t get any of the cash.

But in doing so lawmakers inadvertently penalized at least 1 million legal U.S. residents&amp;mdash;and tens of thousands of U.S. troops stationed overseas&amp;mdash;simply because their spouses lack a Social Security numberImagine an American soldier in Iraq whose foreign-born wife is waiting for an Immigration petition to be approved and doesn&#039;t have a Social Security card. Now the couple can&#039;t even get a rebate,&amp;quot; said Rep. Zoe Lofgren (D-Calif.). &amp;quot;That is really stupid.&amp;quot; 

Others in the predicament include legal residents whose spouses are still overseas because of long Immigration lines and hundreds of thousands of H-1B work visa holders.

The scope of the problem is only now becoming clear as the government begins sending out rebate checks. The first checks were electronically deposited in bank accounts early this month

I have been going through the immigration process since last June but was well aware if I filed taxes using an IDIN number that my husband would get shafted on his stimulus cheque. For that reason, he filed seperately and we are waiting until I have a SSN to amend those taxes. Hopefully, alot of people thought ahead and did the same.</description>

                <description>I personally think this &amp;quot;stimulus&amp;quot; is a crock.&amp;nbsp;The IRS spent $41.8 million just to send notices to people to expect the payment. So what did it cost to print these checks&amp;nbsp;for those who don&#039;t have&amp;nbsp;electronic deposit?&amp;nbsp;How much will be spent getting them delivered? Will people spend it at Walmart or Target or Sears to stimulate the economy? Yeah right...it&#039;ll go to pay bills or plopped into savings account. Mine will go to new tires for my vehicle, I guess that&#039;ll help stimulate the tire industry? lol!
What about the people who filed for Chapter 13 (reorganization) where they have to hand over any &amp;quot;extra&amp;quot; disposable income? Will they get the check, or will it go the Trustee? What about people&amp;nbsp;living abroad who file/pay taxes but they don&#039;t live here to spend their money? Will they get one?</description>
