                <title>President Bush awards Purple Heart to Tehachapi Marine</title>

&lt;p&gt;Sgt. Justin Clenard lost his legs from the knees down. Clenard stepped on a buried landmine on June 23 while going door to door in a deserted village, looking for Taliban, his step mother Kerrin Clenard said. The Purple Heart is awarded to those who have been wounded or killed while serving in the U.S. military.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;It really meant a lot to him,&amp;rdquo; said Kerrin, who was with Justin at the medical center.&lt;/p&gt;
&lt;p&gt;Clenard was on his third tour of duty in the region. He graduated from Tehachapi High School in 2004. Kerrin said Justin is in good spirits and recovering well.&lt;/p&gt;
&lt;p&gt;President Bush broke ground Thursday morning in Bethesda on a $970 million Walter Reed National Military Medical Center, set to open in 2011. While there, he visited 20 injured soldiers, including Clenard at 11 a.m., Kerrin said.&lt;/p&gt;
&lt;p&gt;Bush gave Justin a pep talk, saying doctors could do a lot for his legs with prosthetics. They posed for a picture, Bush gave him a presidential coin, and he kissed Justin on the head, Kerrin said.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;This was really a huge booster for him to have the president visit him,&amp;rdquo; Kerrin said.&lt;/p&gt;
&lt;p&gt;She added: &amp;ldquo;(Justin) will be running by next year.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Clenard&amp;rsquo;s family was in attendance including his mother Lori Sander; father Christopher Clenard; brother Kevin Clenard and Justin&amp;rsquo;s grandmother, Doris Anderson.&lt;/p&gt;
&lt;p&gt;Kerrin said Justin has been getting dozens of calls of support from friends, family and colleagues in the military.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Thanks to everyone who&amp;rsquo;s been supporting Justin.&amp;rdquo;&lt;/p&gt;

&lt;p&gt;Kern County Superior Court Judge Michael Bush, acknowledging 17 letters of support for the 39-year-old defendant, said the law left him no choice except for the sentence he imposed.&lt;/p&gt;
&lt;p&gt;A jury convicted Rosenberg of second-degree murder in the Sept. 19 death of Cross who was shot in the side as she sat in a car with another man.&lt;/p&gt;
&lt;p&gt;Prosecution witnesses testified Rosenberg hit his friend Will Logan in the face with the gun that accidentally went off.&lt;/p&gt;
&lt;p&gt;The .22-caliber bullet entered the side of the 36-year-old Cross and penetrated her vital organs, killing her.&lt;/p&gt;
&lt;p&gt;Defense attorney James Coker asked for a new trial because he felt the jury, which chose the lowest crime it had before it, should have been given the option of involuntary manslaughter. That&amp;rsquo;s punishable by up to four years in prison.&lt;/p&gt;
&lt;p&gt;He noted the jury didn&amp;rsquo;t even find that Rosenberg used a gun.&lt;/p&gt;
&lt;p&gt;The judge rejected that motion saying the facts didn&amp;rsquo;t fit involuntary manslaughter, which is an accidental killing due to negligence during a lawful act or an unlawful act not amounting to a felony. Assaulting someone with a gun is generally a felony.&lt;/p&gt;
&lt;p&gt;The victim&amp;rsquo;s aunt, Elsa Waters, said Cross didn&amp;rsquo;t make the best choices in her life, but now she doesn&amp;rsquo;t have to choice to turn her life around. Waters said Rosenberg was at fault for choosing to bring a gun to the scene.&lt;/p&gt;
&lt;p&gt;Rosenberg&amp;rsquo;s criminal record includes nine convictions of drug and minor offenses between 1987 and 2003.&lt;/p&gt;
&lt;p&gt;His supporters, including Monica Haskell who has five children, praised him for his devotion to the children that he met during Haskell&amp;rsquo;s &amp;ldquo;horrific divorce&amp;rdquo; in 1999.&lt;/p&gt;
&lt;p&gt;She credits him with her recovery from a divorce that included regular calls to police and other protective agencies.&lt;/p&gt;
&lt;p&gt;Haskell&amp;rsquo;s mother, Glennis, wrote that Rosenberg has become &amp;ldquo;a beloved, valued and integral member of our family.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;She added, &amp;ldquo;David has shed many tears for her (Cross) and her family&amp;rsquo;s loss and he prays for them.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;He was horror struck the second he realized she had been injured and continues to suffer true anguish.&amp;rdquo;&lt;/p&gt;

&lt;p&gt;Dubbed &amp;quot;Operation Streamline,&amp;quot; the plan calls for the criminal prosecution of every migrant caught crossing the border without proper documentation, U.S. Border Patrol officials said Tuesday.&lt;/p&gt;
&lt;p&gt;And while the program has had dramatic results in largely rural parts of Texas and Arizona, it remains untested in more populous regions where the number of immigrants apprehended each year is typically higher.&lt;/p&gt;
&lt;p&gt;Skeptics fear prosecution of every illegal immigrant could overwhelm local federal courts, which already spend much of their time on immigration-related cases.&lt;/p&gt;
