I too have gotten the same impression. Lots of profiling with little actual results.
The arcticle seems like another publicity stunt put on for the reporter, who bought into it.
Wonder why this is their first gun qual and they've been in existance since July. I would've thought they would have to qualify on the weapons issued by TPD before they work there.
And who explained the target scoring to the writer? That was just totally foreign to anyone whose ever been on a police, military, or NRA range.....

Yes.... I'm glad someone else has noticed...... They seem to have the Mall Cop mentality.
At the really great "Movies in the Park" event recently, my 16 yo daughter and 2 female the same age attended. The movie was over at aboth 9:45and then the police officers surrounded the park like it was a drug raid. They started shouting for the attendees, mostly kids to disperse and go home before the town curfew,(10pm) or they would be arrested. No niceties, no tact. Just treating any teen who asked a question like a criminal. One screamed at my daughter and friends to " Leave or you'll be arrested" She tried to explain that they were waiting for me to pick them up at the prearranged spot where they were standing but the officer just kept screaming for them to move on and screamed "Leave now, or I've got a set of handcuffs with your name on them." Fortunately, I pulled up as this tirade was happening and whisked the girls away
I never risk this again, my kids will never again attend a city function alone, I feel more danger from the police officers than anyone else.
Maybe they should read their own law, it clearly extends the curfew to midnight in a case such as this.
12.010 Curfew for persons under the age of eighteen years-Exceptions.
It is unlawful for any person under the age of eighteen years to be upon the streets of the city, or in places of amusement or entertainment, or in other public places in the city, between the hours of ten p.m. of any day and five a.m. of the next day, unless the person is accompanied by a parent, guardian or other adult person having control or charge of such person, or unless the person under the age of eighteen years shall have gone to a place of entertainment or amusement, other than one at which liquor is sold or served, prior to eight p.m., where a regular program of evening entertainment shall have been commenced or been arranged for the occasion to commence prior to eight p.m., and shall have held over or been continued beyond ten p.m., or such person shall have left a place of employment or social call after ten p.m., and such person is thereafter returning to his place of residence not later than twelve midnight. (Ord. 83-11-493 § 3, 1983: Ord. 137 § 1, 1944)

I also noticed that they don't seem to have any interest in the town or the people that live here. Mountain Festival was the first time I really saw them out and about, and I would have thought that a new police dept in a small town would at least pretend to be friendly. There were no smiles, no greetings, even after I smiled and said hello I only received a curt hello with no smile, the only interaction I saw with the public was when someone was being told they needed to leave or that they were violating some imaginary code that no one has ever heard of. I guess I have the wrong impression about police in a small town.
However, to be fair, I have also noticed that since KCSO moved to GH that I hardly ever see them anymore. It used to be that there were 2-3 KC patrol cars "patrolling" especially near 202/Golden Hills Blvd, now the only time I ever see them is if they are responding to a call.

I guess I must be the exception here. I have seen them all over the place patroling. I have seen them pull over a lot of people for traffic violations, both old and young. Seen them respond to two car wrecks and had to come to a 911 call right next door due to an attempted robbery. I have seen them more times in low or no public events than at them.

Maybe commercial public ranges but not law Enforcement or military ranges. I was a Navy Small Arms Marksmanship instructor for many years (and indeed have even taught at Camp Lejeune and New River MCAS). Since them I became a civilian Law Enforcement instructor..(Both FBI Firearms Instructor and NRA.)

Boy oldbluelight you must have it in for TPD. You say you have noticed a 75% drop in patrols on your street. How do you come up with that figure? If your figure is correct then bring it to a city council meeting and have your concerns answered by the Police Chief. You also indicated that it is against policy on most ranges for untrained persons to handle or fire weapons. Do you know what this range policy is? In addition, as far has a caption stating .223 but showed her with a shotgun, "IT’S THE PRESS” they do tend to not always get the right caption to the right picture. Yes it was a “show piece” for TPD at the range, so what, small towns tend to have stories on their departments that larger department would not. Your disgust with the new TPD is evident and if all you can do is point out is a non-factual patrol statement and complain about the press doing an article on their quarterly qualifications is just plain nick picking. Have you gone to TPD station and requested any arrest information, police activity? No, you just started a blog site. As for qualifications, I agree with chpcivs, I hope they qualified prior to being assigned for patrols or any law enforcement activity that one must carry a firearm. If not, is it legal to put officers out on the street prior to qualifying? I am not a police officer and do not know the POST standards on this issue, but I would say that they would be required prior to be assigned any duties that require carrying a firearm.
clamcoinc: if this is true what you stated, you need to file a written complaint on this incident. We, as a small community expect our PD to be more community orientated. I quote the Police Chief from his web page “My goal, with the support of the City Council and City Manager, is to create a community based, service oriented police department reflecting the values and lifestyle of the Tehachapi Community. So file a complaint it is the only way to keep law enforcement accountable. I would also send a copy to the City Manager (don’t laugh) just a way to track his action or inaction on this matter and send a copy to Tehachapi News We pay their salaries and if this incident is true, the department needs to address this unprofessional behavior.
I have seen TPD pulling vehicles over for what I perceive to be traffic violations, responding to traffic accidents and patrolling our city. Give them a chance, but if they are conducting themselves in a manner that you or I feel is bias, beyond the penal code, city code, etc. then file a compliant. Remember if you have any doubts on how the city will investigate a complaint go to the county DA, or Grand Jury

Sep 7, 2007 at 11:09 AM : I want to know where...

I want to know where those that are saying they never see the patrols out and about live because I see them ALL the time. I live off of Curry by Tompkins. There was a patrol cruising around my neighborhood yesterday morning around 8:30 am, and I saw them again at around 8:30 pm. Today there was a patrol that was cruising around Tompkins when I dropped my daughter off and not long after that I saw one parked on Tehachapi Blvd.
I have seen them out and about WAY more than I ever saw the KCSO. I also saw the Chief himself patrolling Tompkins for the first two days of school.
Some of these stories do sound extreme and I wouldn't be happy about them if it had been me however I think that they kind of have to do this. They need to let people know that they mean business and they are not going to let people walk all over them. They are new and trying to make a name for themselves. They don't want a reputation of being everyone's best friend...that's not real scary to criminals nor will it keep crime down. I'm sure once they've been around for awhile things will lighten up.
On the flip side my family had some not so nice experiences with the KCSO. One officer pulled my mother( anyone who knows my mother knows how ludicrous this is) over and was harassing her about our last name because he knew BAD people that had that last name in LANCASTER!!!

<itunes:summary>I want to know where those that are saying they never see the patrols out and about live because I see them ALL the time.

Sep 7, 2007 at 11:09 AM : I see nothing wrong...

I see nothing wrong with promoting the new police training, and I am glad to see it's happening. We are all small town with a small town paper, and it's supposed to report on local happenings. The Tehachapi News does a great job, and often times photos are submitted with pre-existing captions that they have no ability to verify the contents of who is doing what.
Oleblue light, you are constantly spewing venom. Why don't you try contributing a post about what's right with our town for a change? If you are really so unhappy about all the goings-on, why don't you do something positive about it, instead of being negative about so many issues? I have read your posts, any my conclusion is maybe you might need a good exorcism, so that you can get all that ugly hatred out of your heart.
Just to clarify, I am not a member of the law enforcement, nor am I am staff member on the Newspaper. I am just your average everyday blogger on this site. However, I see this scenario over and over again, everyone complains about people in authority, but just wait ,when you have an emergency and you need their help, then you will be singing a different tune!
It's not easy trying to balance the needs of the community with the law, and no one is perfect, including police officers, who by the way, are human too. With respect to incidences anyone might have with the police, I think that they need to speak their mind and communicate with the parties involved.

I see nothing wrong...

I see nothing wrong with promoting the new police training...Duh No whole point was, It's not training, it is a mundane, routine proficiency requirement that every officer in the state is mandated to complete.
We are all small town... Not anymore, we were once...
The Tehachapi News does a great job.... I agree..Re-read my post. I didn't put down the paper. I simply said that the reporter was never even instructed enough to know the difference between a shotgun and an assault rifle.
Oleblue light, you are constantly spewing venom. I haven't posted anything at all in many months.
often times photos are submitted with pre-existing captions that they have no ability to verify the contents of who is doing what. The person "in" the photo wrote the article and is by lined as a News Assistant.
Just to clarify, I am not a member of the law enforcement.... I retired after 30 years in small town Law Enforcement, the last 10 years as Chief of Police. I've seen good officers and bad and everything in between. Tehachapi probably has some good officers but I know some are what we referred to as "Badge Heavy". They don't need to be nice or friendly because everyone is a possible suspect and hence potential enemies. There is no place for that in "Community Policing".
With respect to incidences anyone might have with the police, I think that they need to speak their mind and communicate with the parties involved. Maybe you've never tried this, I've seen(and fired) officers with whom speaking your mind would get you arrested.
