        <description>While driving for the umpteenth time along Highline Rd. today, it occurred to me that if drivers were required to turn on their headlights during daylight hours,&amp;nbsp;it might improve the safety factor by making people more visible to oncoming traffic.&amp;nbsp;&amp;nbsp;
There are mandatory Daylight Headlight zones along&amp;nbsp;other two-lane roads that have been deemed &#039;dangerous&#039; roads... why not Highline Rd.?&amp;nbsp;&amp;nbsp; Why not Hwy 202 from Tehachapi Woodford all the way to the prison?&amp;nbsp;&amp;nbsp; Who do we have to petition to get the idea considered?&amp;nbsp;&amp;nbsp;</description>

                <description>&lt;p&gt;While I wouldn&#039;t oppose people using headlights in the daytime on Highline, I don&#039;t think it would make much difference as a requirement.&amp;nbsp; Anybody with a bit of common sense can see the blind spots.&amp;nbsp; They can also see where it is safe to pass or not pass.&amp;nbsp; And they certainly know that they are on a two-lane road where any idiotic maneuvers or negligent driving can send them into a very bad accident.&amp;nbsp; It&#039;s the speed that is the problem.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Going totally from memory, the few highways I know of in CA that require daytime headlights are the 138, the 46, and possibly the 166.&amp;nbsp; IMO, those highways are way more dangerous and the daytime headlights only help if there is poor visibility (usually seems to be haziness from the heat).&amp;nbsp; I just don&#039;t think Highline is bad enough to mandate daytime headlights during good visibility, and you have to have headlights on in bad weather anyway.&lt;/p&gt;</description>
