Report Violation

Are you sure you want to report the following content as a violation?
Well I had the day off today so I thought I'd take a drive to Tehachapi to spend a relaxing day watching and taking pictures of trains in the rain, which I did and had a great time. On the way here this morning, it was quite rainy and foggy most of the way, especially through the windmill area along Tehachapi Willow Springs Rd., with the visibility sometimes only a few car lengths. What I had a hard time believing was the number of people driving in the fog and rain with no headlights (and tailgating)! I'm not griping about this, in fact I've spent a lot of time and effort (mostly sucessfully) in my 'old' age of 42 not letting these types things bother me in the first place. But I am definitely curious about it. Besides the fact that the Califronia Vehicle Code states that headlights must be on whenever windshield wipers are in use (www.dmv.ca.gov/pubs/vctop/d12/vc24400.htm), it's just downright dangerous!
