Report Violation

Are you sure you want to report the following content as a violation?
Lastnite when i was putting my groceries into my car another car pulled up next to me and parked. I noticed that there were 5 people in the car 2 of which were children. One child was about 6 months old and the other arround 2-3 years old. I also noticed that a woman was holding the baby in her lap. Neither child had a car seat or a seat belt, but i did notice the 3 other passengers had one on and were taking them off. Today in the bakersfield news website there is an article about 2 women that were in an accident and failed to restrain an infant girl. Due to the accident the infant girl died. The driver was arrested for manslaughter and i believe the mother was arrested for child endangerment. The article is at www.turnto23.com for more information. I personally do not understand how a person would allow a child to be in a vehicle without proper restraints. I also feel that it is child endangerment and the driver should be jailed.
