Are you sure you want to report the following content as a violation?
May I propose a different point of view on the matter?  People who are getting along don't necessarily feel like they need to speak.  However, if someone says something that you disagree with, you will be more likely be inclined to say something.  Or, I also see it this way:  Say I'm at a gathering of people and I am observing a conversation.  I would be much more likely to become involved in that conversation if I had a strong opinion on the matter. I'm not being argumentative, merely stating an alternative way to look at or explain the situation.  I do agree with you.  I think we should definitely up the positivity around here : O)
