Are you sure you want to report the following content as a violation?
The Sand Cyn guys are being treated very well by the County. I personally have gotten them their own helicopter dip site for their area. They will maintain it and run it during a fire. As soon as fire season is over I will help out on some training for that dip site. Also just today they where allowed to help out on a fire near Sand Cyn. You are 100% right, that equipment needed to stay in or near the city. There are many local groups that could have used this stuff. Sand Cyn, CERT, SAR and so on. The City of Tehachapi is after just one thing. That's to make sure the County Fire Department fails at it's new contract and to make sure that their friends and family members have a city job.
