I read the TN article before I decided to respond to this blog.  It seems to me that the City should expect fees from the individual business owner only for 1) improvements to the site (Building permits), 2) City business license, 3) extra use of infrastructure such as sewer (in the case of restaurants).  The tax dollars received by the City pay for these so called "mitigation fees".    It seems to me that if a business has paid those fees for one property and is just moving to a new location there should be no new fees. I agree it sounds like a rip off - by the City.  It also seems that the City may have give up some fees by not charging the developer who will make a profit from the building.
