Are you sure you want to report the following content as a violation?
What new fire station does the city have to pay for?  I also think the developer should be responsible for all the costs of construction and any mitigation fees.  In turn, occupants will still pay for it by way of their leases.  This is just another way to screw small businesses and make Wal-Mart the only option for shopping in the future.
