Are you sure you want to report the following content as a violation?
The razor wire at Tehachapi Art Center has been there for years.  It used to be a wind farm (STS) garage. I'm sure Mel kept it up for the reason matokanji stated.  I'm glad to hear the new deli has good food because that venting outside leaves a lot to be desired!  I pass it nearly everyday as I live on East F St.
