Some have questioned how various Mayoral Proclamations and Certificates of Recognition come about in the City of Tehachapi. Does the Mayor come up with these on her own? The answer is “no,” said Tehachapi’s Mayor, Deborah Hand. “Often I don’t see them until they are given to me. Neither of these today [council meeting of March 17] or the National Woman's Week came from me either.” Chris Kirk, Executive Assistant to the City Manager, is in charge of how these come before the mayor. “The members of the community bring them to me. We’ve done it for the martial arts group, people having an anniversary, seniors and others that are celebrating something and think it would be nice to have a proclamation from the mayor for the event,” explained Kirk. “They come and request one and we draft the proclamation based on language they provide.
