Tehachapi man arrested for not registering as sex offender Victor Capetillo, 54, of Tehachapi, was arrested on April 23 on a felony warrant violation for failure to register as a sex offender. Capetillo was arrested at his home on White Oak Drive by the Tehachapi Police Officer Matthew Goe. He told the officer he was aware of the warrant and planned to visit the court to take care of it the next day. According to Kern County court records, Capetillo served four days in jail and paid $220 in fines in January on the same charge. He is also serving three years probation. There are currently 20 registered sex offenders listed in the 93561 zip code.
