Paul Benz addressed the Tehachapi City Council meeting Monday, April 17, requesting a bin pull-out fee for customers.Since 1975, Benz Sanitation has had a contract with the city to haul and dispose  refuse generated in the city. As the city has grown, Tehachapi has implemented a requirement that bins be enclosed.  The average weight of a three-yard bin can be between 300 and 800 pounds when full.“There were no enclosures in 1975, but now the enclosures are creating a problem,” Benz said. “The size and location of enclosures are too small and located in areas my trucks cannot easily get to.”  He said the drivers have to open the gates, pull out a fully loaded bin, dump the bin, replace the bin and close the gates without damaging the customer’s enclosure or the roads.Benz stated that while some customers elect to pull out their own bins, he would like the city to establish a “pull-out rate” for new customers.
