I'm a retired aerospace electronic engineer. My wife and I recently moved to the beautiful Tehachapi Valley from Thousand Oaks, a well planned community. Growth may be inevitable but quality is not. Quality takes thoughtful planning and effective implementation. Those who profit from growth should pay for the infrastructure required to support it. State law provides a way, however too many politicians are indebted to developers to implement quality growth ordinances.
