I am writing [to the Tehachapi City Council] to encourage you to make the appointment of Interim City Manager Greg Garrett permanent.
I've had occasion three or four times over the past year to contact then-Assistant City Manager Garrett with concerns, e.g., about misleading street signage as the various city improvement projects were underway and an instance of a sidewalk impediment being a trip hazard for pedestrians. In each instance, he listened attentively to my concern, was knowledgeable about the situation, explained other aspects I might not have been aware of, and finally, after a reasonable time to investigate and consult with staff, took definitive corrective action.
None of those concerns was particularly "earth shaking," but in aggregate they gave me a very positive impression of Mr. Garrett's character and work ethic. That has been reinforced by my learning of his Tehachapi roots (having grown up here and attended local schools), how his college education fits with city management and, more recently, the positive impact of the excellent series of weekly columns he is writing for The Tehachapi News since his appointment as Interim City Manager. I firmly believe that Mr. Greg Garrett is well-qualified for the job of city manager.
I have heard that Mr. Garrett has stated publicly that he is not interested in being appointed as city manager. If that's really how he feels, that's our loss. However, before you proceed with a nationwide search costing multiple-tens-of-thousands of dollars, why not just offer him the job and see what his response will be with a solid offer on the table between you?
