Tehachapi man arrested for
not registering as sex offender


Victor Capetillo, 54, of Tehachapi, was arrested on April 23 on a felony warrant violation for failure to register as a sex offender.


Capetillo was arrested at his home on White Oak Drive by the Tehachapi Police Officer Matthew Goe. He told the officer he was aware of the warrant and planned to visit the court to take care of it the next day.


According to Kern County court records, Capetillo served four days in jail and paid $220 in fines in January on the same charge. He is also serving three years probation.

Correctional officer indicted in beating


A correctional officer from Tehachapi was indicted Thursday by a federal grand jury on charges of violating the civil rights of an inmate and obstructing justice in the investigation, the U.S. Attorney’s staff announced.


Eric McEachern, 33, while working as a corrections lieutenant at the federal prison in Atwater allegedly beat in inmate with a flashlight and the lied in a memo that he saw the inmate ram his own head into a wall, the staff reported.


The report said McEachern had no reason to hurt the inmate.


If convicted McEachern faces up to 30 years in prison and fines of up to $500,000. The indictment was issued in Fresno.
