0 responses 0 comments If you want to know anything about water in Tehachapi, the man to see is Bob Jasper, general manager of the Tehachapi Cummings County Water District (TCCWD). At its April 6 meeting, the Cummings Valley Property Association was privileged to hear about the early days of water dealings in the Tehachapi area and how the district became, arguably, the most successful and well-run water agency in the state.
Jasper, who has degrees in soils science and chemistry, came to Tehachapi in 1962 on a two-year assignment to develop a watershed plan for the area. Forty-four years later he is still here and getting ready to retire from his job as general manager of the water district at the end of this year.
In his address to CVPA he drew on his encyclopedic memory to describe the history of the water district, the mechanics of pumping water some 3,400 feet up hill to Brite Lake, groundwater use and recharge, groundwater contamination problems and the costs of providing water to area users.
At the conclusion of his talk, CVPA president Janice Hagen-Armstrong presented him with a stunning framed certificate of appreciation, which recognizes many of his achievements and thanks him for his contributions to the community.
