n addition to the witnesses of the collision, Ortiz had had a hitchhiker in his vehicle at the time of the crash. After the collision he fled the scene with the hitchhiker in his vehicle and subsequently dropped this hitchhiker off at the intersection of Highways 223 and 58.
CHP Officers interviewed the hitchhiker and he, too, identified Ortiz as the driver that collided with Hernandez's vehicle.
Based on the information developed during the investigation, Ortiz was arrested on suspicion of driving under the influence of an alcoholic beverage and hit and run from a traffic collision.
There were no injuries to either driver or the passengers of the vehicles.
The California Highway Patrol reminds all motorists that drinking alcoholic beverages and driving is not only illegal, but extremely dangerous. If you see a drunk driver, do not hesitate to dial 911 and report the information to CHP Dispatch.
